PART 2 Recent Trends and Developments in Government Policies in Education, Science and Culture
Chapter 7 Promotion of Culture
1 Overview of Government Policies

Along with the improvement of individual economic conditions and an increase in leisure hours, people's interest in culture has been rapidly increasing. As a result, diverse and enriched cultural activities have been developing in which people positively participate on their own initiative.

In this context, with a view to securing the appropriate environment and infrastructures which enable everyone to enjoy excellent works of art and to participate in creating new cultural assets, the Ministry has been promoting cultural activities, placing emphasis on the following measures: the encouragement of artistic creative activities; the creation of a Second National Theatre; the promotion of local cultural activities; the promotion of the preservation and utilization of cultural properties; and the promotion of international cultural exchange.
