One of the basic prerequisites for enabling people to enjoy physical education and sports is the development and improvement of sports facilities. The Ministry has been subsidizing the development and improvement of public sports facilities, which offer community people, space for their sports activities. It has also been encouraging the opening of school facilities to community people for physical education.

Now that the needs of people for sports activities have become more diverse, community sports leaders and instructors are required to acquire higher competence. With this in view, in January 1987 the Ministry created a system for accrediting qualification examination programs for community physical education leaders and instructors. By May 1990. 41 examination programs had been accredited in various sports areas.

In addition, the Ministry has been carrying out a variety of other programs and services, including: granting subsidies to local governments for their various programs far promoting sports activities; organizing the National Festival of Sports and Recreation; and organizing the nation-wide annual "Convention on Sports for All."
