For children, the home is the first place for character formation. Parents have a tremendous role to play in the education of their children. It has been pointed out, however, that recent social trends, including the predominance of nuclear families and families with one or two children, have been affecting and reducing the educational influence of parents on their children.

With this in view, the Ministry is promoting various programs and services for parents, including: the expansion of parents' learning opportunities by organizing family education classes; the preparation and dissemination of family education materials for different developmental levels of children; the presentation of information through television programs for family education and through other means; counseling services for parents who have worries and anxieties related to the education and care of their children. In addition, the Ministry has been promoting community programs for increasing personal contacts and exchange of experiences among parents.

To cope with the anticipated drastic changes in social circumstances surrounding families, it is required for the Ministry to take comprehensive measures regarding family education with the close cooperation of other organs concerned.
