(5) Cooperation among Lifelong Learning Facilities


In developing lifelong learning facilities, it is necessary to consider the following factors: better cooperation among different facilities for lifelong learning; the dissemination of relevant information among different facilities for lifelong learning; and the improvement of school facilities for utilization by community people. With this in view, the Ministry has been providing financial subsidies to local governments for their programs and services in these areas. In addition, the Ministry has been subsidizing the construction of "lifelong learning centers" which are to serve as core community facilities for promoting lifelong learning activities.

Further, the Ministry has been providing financial subsidies to municipalities for their programs for developing "lifelong learning networks" in which facilities for formal and non-formal education and other facilities in the community will cooper-ate with each other in developing and expanding the learning opportunities of community people.
