Today the member countries of the international community are more and more interdependent.

As Japan has been improving its place in the international community on the basis of its economic strength, the international esteem of Japan has been increasing in various sectors, and the role of Japan will be more and more important. The survival and prosperity of Japan in the future will be largely dependent on the maintenance and development of sound relations with many other countries. The Japanese living in the 21st century will be participating in all areas of activity in the international community.

From this point of view, it will be an important future task for Japanese institutions of higher education not only to strive to improve the level of their educational and research programs but also to make themselves widely open to foreign students, teachers and researchers. Each institution will be required to accept more foreign students and to increase its activities for international scientific exchanges with teachers overseas.

The present day is characterized by the rapid penetration of information technology into every segment of society through the rapid development of computers and other information media. It will be necessary that every institution positively dope with the advent of a genuine high-level information-intensive society by developing an education program whereby students are enabled to acquire information processing ability, and by contributing to the training and securing of information engineers who will lead people in an information-oriented society.
