As a matter of course, scientific research is universal. If Japan is to achieve further development in keeping up with many other countries, and to contribute to the international community as one of its members, Japan is required to pursue and maintain the highest standards for scientific research.
On the other hand, the education sector is required to develop a variety of human resources competent to support the country, which has become highly developed socially, and economically in diverse ways.
