When the trend toward an information oriented society makes a rapid progress, the cultivation of trained man-power to be responsible in a highly information oriented society in future is a very important issue. The number of departments specialized in information and their enrollment are inceasing rapidly in universities, junior colleges, colleges of technology and advanced or college courses of special training schools as well.

The Ministry of Education, Science and Culture is estimating, on the basis of the June 1988 interim report on manpower needs projection by the Specialized Sub-committee on Information of the Headquarters for the Implementation of Educational Reform, that by the year 2000, from 2.3 to 3.0 million information specialists will be needed, and of that number, from 1.5 to 2.25 million ought to be trained by educational institutions.

Following the direction of the above mentioned report, in FY 1989, the Ministry took such measures as the establishment of information related departments, the preparation for the establishment of an independent graduate school of most advanced science and technology and the improvement and expansion of educational facilities on information-processing.
