6. Education of Japanese Children Living Abroad and Returnees from Abroad


With the growth of international activities of our country, the number of Japanese who stay abroad for a long period has rapidly increased, and the number of their accompanying children of compulsory education age reached 47,COO as of FY 1989. And the number of children having returned during the period of FY 1988 who were of ages for elementary, lower secondary and upper secondary schools altogether exceeded 10,000. Education of Japanese children living abroad and returnees is, therefore, an important policy issue. It is necessary to educate those children living abroad to be a Japanese citizen with rich international background. Also needed is to ensure appropriate educational opportunities, when they return, which could develop what these children have aquired abroad.

To this end, the Ministry of Education, Science and Culture has been taking such measures as the dispatch of teachers to fu11-time schools for Japanese and supplementary education schools, and free provision of textbooks. For the promotion of education of returnees, the Ministry has established special classes for them in schools attached to national universities and has designated pilot schools for study on education of returnees and communities which are willing to promote the acceptance of such children.

In order to enrich education of children living abroad and returnees and to make it commensurate with the changes of the times, the Ministry has been organizing a study group of knowledgeable people for research and deliberation on the promotion of education of children living abroad and returnees since 1988.
