2. Aid to Private Schools
(1) Subsidies to Private Institutions of Higher Education
The governmental subsidies for the current expenses of private
institutions of higher education have achieved their objectives to a certain
extent. The present distribution policy emphasizes special subsidies given to
unique education and research programs in demand in society. A system of rated
distribution of subsidies is employed in accordance with each institution's efforts
for the improvement and development of conditions of education and research,
thus encouraging their improvement. In FY 1989, the subsidy amounted to \ 248.7
billion, an increase of \ 3.3 billion from the previous fiscal year. Subsidies
have also been granted to private universities and graduate schools for large
installations for education and research and other equipment for research and
information processing. In FY 1989,these amounted to \ 9.8 billion, an increase
of \ 1 billion from the previous fiscal year.
