Chapter 2. Promoting Lifelong Learning

For our country to build rich and active society in the 21st century, it is demanded that the excessive dependence on formal education shall be revised, that the adverse effects of undue emphasis on the educational background of individuals shall be corrected, and that a society which duly appreciates achievements aquired from lifelong learning shall come about.

In order to promote lifelong learning, the Ministry of Education, Science and Culture has been making efforts 1) to develop infrastructures to promote lifelong learning, 2) to provide basic knowledge and skills and nurture the competency for independent learning as well as to enrich schools as an institution for lifelong learning, and 3) to promote social education, cultural activities and sports, all of which shall play an important role as opportunities and places for lifelong learning.
