(3) Reorganization of the National Institute for Educational Research and Other Measures for Educational Research


On the recommendation of the National Council on Educational Reform, the National Institute for Educational Research was reorganized in May 1989 in order to strengthen its survey and research which would provide foundations for making educational policies, as well as to further develop its function as a national curriculum center.

Also, in order to effectively promote educational reform and in view of the need for pragmatic research on certain issues contributing to the planning of policies and programs, from FY 1986 to FY 1988, the Ministry commissioned prefectures and municipalities to conduct a number of surveys and studies on various issues relating to educational reform. Also since 1988 in order to clarify long range policy issues relating to education, science, culture and sports, the Ministry has been engaged in a comprehensive study for policy making.
