14. Improving the Qualification and Ability of Teachers


The improvement of qualifications and abilities of teachers must be pursued comprehensively throughout the stages of their initial training, appointment and in-service training.

Concerning the system for initial training and certifying teachers, the types of ordinary certificates were revised, the use of non-academic persons as teaching staff was made possible and the requirements for certifications were upgraded, by virtue of the revision of the Educational Personnel Certification Law. Concerning the appointment of teachers, attempts have been made to diversify the methods of selection and to speed up the timing of informing the prospective teachers, of the decision informally. Concerning the in-service training of teachers, the system of induction training for beginning teachers was newly introduced under which system-atic training of one year is provided ; the system is to be applied step by step to different school types from YF 1989 and will be given to all the new teachers of all types of schools from FY 1992.
