Problem behaviors such as student violence in schools and children's refusal to attend school have worried people concerned and have become a serious issue.

Considering possible grave consequences, various measures have been undertaken, and the improvement of the following items will be essential in the days to come.

1) Enrichment of School Education Activities through Student Guidance Function

Proper guidance concerning learning environment and study habits shall be given to pupils so that pupils can fully understand learning content and be motivated to study with interests and concerns.

Educational activities allowing the experiencing of human contacts and contacts with nature, such as group night stays in rich natural environments and exchanges with pupils of different grades, are of vital importance for allowing pupils to have broader life experiences. Through these activities, qualities, attitudes and ability to help and train each other shall be acquired.

Career guidance must be well organized and planned, and career counselling must be given importance, so that pupils can clarify their goals in the future and choose their careers on their own.

2) Deepening the Understanding of Pupils and Strengthening Their Guidance by All Teachers

Teachers shall, with a receptive attitude, keep close contact with and understand each pupil as an individual, try to cultivate desirable human relations, and while paying respect to pupils' individual traits, provide proper guidance and assustance.

All teachers shall recognize the importance of the guidance of students, organize a system for themselves to cooperate under the leadership of the principal, and undertake the guidance of students with care.

3) Enrichment of the System of Educational Counselling

The educational counselling system shall be enriched, by setting up a system for training teachers specialized in counselling, to improve individual guidance of pupils.

The role of organizations for educational counselling such as education centers shall be upgraded, and their functions shall be strengthened so that consultations from pupils and parents can be promptly handled.

4) Sufficient Cooperation among Schools, Families and Related Institutions in the Community

Schools shall keep close contact with families, ask for their understanding of the guiding princip1es on every occasion, and exchange information concerning daily activities of pupils which involve the formation of daily life patterns. Thus schools and families shall cooperate in the sound development of pupils.

Schools shall keep close contact and exchange information with nearby schools and related institutions and organizations within the community, so as to be aware of problem behaviors of pupils. For the sound development of pupils, schools shall, if necessary, handle these problems in cooperation with these institutions.
