Section 1 reviewed the post-war development of elementary and secondary education of Japan in terms of the expansion of educational opportunities and the upgrading of educational standards. Section 2 discussed the current problems and upcoming issues of Japanese elementary and secondary education.
This section will discuss basic ways of thinking with regard to the improvement of elementary and secondary education under six categories : improving the content and method of education, improving school management, improving the procedures for selecting entrants, improving the student guidance, upgrading the quality of teachers, enriching the environment of education, and renewed appraisal of the school system.
