5 Distribution of School Education Expenditures, Classifred by Type of Outlay and Prefecture


The relationship between the proportion in each prefecture of full-time teacher salary and that of the capital outlay and debt redemption expenses to the total educational expenditures for local elementary and lower secondary schools in fiscal 1973 is shown in Chart 5-11.

As regards local elementary schools, the group of prefectures where the proportion of full-time teacher salary is lower and that of the capital outlay and debt redemption expenses is higher than the national average include Saitama, Osaka, Kyoto, Chiba, Kanagawa, Nara, Aichi, Kagawa, Tokyo, Hyogo, etc., whereas the group of prefectures where the proportion of the full-time teacher salary is higher and that of th capital outlay and debt redemption expenses is lower than the national average include Yamagata, Kagoshima, Ehime, Kumamoto, Akita, Oita, Wakayama, Shimane, Miyazaki, Tokushima, Iwate, etc.

In the prefectures coming under the former category, except Tokyo, the proportion of the sum of full-time teacher salary and capital outlay and debt redemption expenses is higher and accordingly, the proportion of other consumptive outlays is lower, as compared with the national average. Meanwhile, the reverse trend is shown in most of the prefectures coming under the latter category.

The high proportion of capital outlay and debt redemption expenses in the prefectures falling under the former category is held attributable to the rapid growth of enrollment, resulting in the relatively larger outlay for construction and school site purchase.

In this connection, if we view the relationship between the distribution of school education expenditures for each type of outlay in each prefecture and the various social and economic indicators (Referential Chart 373) the extent of "urbanization" may be considered as relatively higher in the prefectures falling under the former category and as relatively lower in the prefectures falling under the latter category.

A nearly identical trend as in local elementary schools is also noticeable in local lower secondary schools.
