The salary (excluding various allowances) for full-time teachers, computed in terms of an average salary for each five-year age bracket, is graphically illustrated in Chart 3-15.

As regards the average salary in 1974, it is notable that the average salary level of private kindergarten teaclters is exceedingly low, that the gap in average salary between local upper secondary school teachers and private upper secondary school teachers widens as the age advances, and that the average salary for private university teachers is kept higher than that of national university teachers till their age reaches the mid-forties, but is surpassed by the latter thereafter. For precise comparison, however, the gap in years of searvice has to be taken into account.

Comparison of teachers' average salary in selected countries, made in relation to per capita national income, is shown in Table 3-8. The salary level of elementary and secondary school teachers in Japan is the same as in other countries in terms of the " index of per capita national income."

In Japan, the Special Measures Law Concerning the Securing of Capable Educational Personnel in Various Compulsory Education Schools for Maintenance and Enhancement of School Education Standards was enacted in 1974. Under the terms of this law, the first special salary increase for teachers (an average 9% special salary increase for elementary and lower secondary school teachers) was implemented in January, 1974, followed by the second special salary increase (an average 7% increase for elementary and lower secondary school teachers) , effective January, 1975. Furthermore, with the budgetary measures for the third special salary increase (by an average of 5%) taken for its implementation in two installments, the first effective March, 1976, and the second effective March, 1977, the first round of special increases is set to be offerred following the presentation of the recommendation to that effect by the National Personnet Authority in March, 1976.
