12. Improving Students' Environment


In order to make education in the institutions of higher education fruitful in the best sense of the word, in addition to the above-mentioned reforms an enriched student life should be secured by improving extra-curricular activities and student's environment. We must help students to develop their characters to the fullest extent. In character formation the "dormitory" has been found to be very important, and it is important for institutions of higher education to improve the dormitories further. Since both now and at a later stage some institutions may be unable to provide "dormitories", other ways must be found to offer the educational advantages of a "group-life" that the dormitories have offered. In addition, some other methods must be found by which the great numbers of students who are studying may be given the chance to have personal communication with others, and the environment must be improved to provide them with adequate food and accommodations. If the institutions of higher education cannot accomplish this alone, then the government must consider some appropriate measures.
