7. Positive Expansion and Improvement of Special Education


It is an important responsibility of the government to guarantee the equality of educational opportunity to all the people according to their ability. There are mentally and physically handicapped people unsuited for study in ordinary schools and for learning through standard teaching methods- To secure special education for these people the government should take administrative and financial actions as soon as possible to implement the measures described below.

(1) To realize compulsory education in the special schools for the handicapped which has thus far been delayed, and to charge the cities, towns or villages with the responsibility of establishing special classes able to accommodate all mentally retarded children

(2) To diversify the forms of education so as to meet various needs of mentally or physically handicapped children, including sending teachers to those children unable to attend school because of medical treatment, etc.

(3) To play a more active role in the improvement of the facilities of special education by establishing institutes for children with dual handicaps of a serious nature, etc.

(4) To improve the treatment of mentally or physically handicapped children by means of earlier discovery and training, improvement of education beyond compulsory education, promotion of closer cooperation between special education policies and policies concerning medical affairs, protection and social independence, etc.
