3 Educational Reform in Japan
(l) Deliberation in the Central Council for Education


The Central Council for Education was asked by the Minister of Education in July 1967, to consider "fundamental policies and measures for the future expansion and development of school education". The Council submitted an interim report, containing an evaluation of the development of Japanese education June 1970. On the basis of this and opinions heard frown various sectors in society, the Council made an interim report called "The Basic Guidelines for the Reform of Higher Education", in May 1969 and an interim report called "The Basic Guidelines for the Reform of Elementary and Secondary Education", in November1970. A final report is expected to be submitted in the spring of 1971.

The outlines of the two reports are as follows.
