(4) Federal Republic of Germany


In the Federal Republic of Germany there has not traditionally been a national educational policy. In October 1969, however, a Ministry of Education and Science was established in the Federal Government and future educational policies are now under consideration. For instance, an il8W division of school levels has been suggested to make elementary education four years, lower secondary education six years and upper secondary education three years.

At present in some states exploratory attempts are being made to give more emphasis to the abilities and aptitudes of individuals by establishing comprehensive schools beyond the existing three varieties of secondary school (secondary schools for general education, trade or technical schools, high schools). This device also aims at offering more opportunities to pupils from lower class families.

In terms of higher education there are plans to transform upper vocational schools into technical colleges in 1912. A few of these colleges and existing universities within the same region will form a universities union, by which it is expected that university administration will be able to operate more effectively.
