From 1959 to 1970 the number of full-time and part-time upper secondary school students increased by 90% in technical courses, and by 30% in commercial and general courses. Enrollment in home-making courses decreased from 1959,while enrollment in agricultural courses remained the same.

The number of students enrolled in general courses was 2,470,000, while the number in vocational courses was 1,730,000. This ratio has changed very little nationally, but differs widely from prefecture to prefecture. The proportion of general course students ranges from a high of 70% a low of 35%. (See Basic Table12.)
