a Facilities for Physical Education in Schools


It is true that in Japan less care was taken for the provision of physical education facilities in schools, than for the construction of school building and other facilities, but in recent years rapid progress has been made for the extension of facilities for physical education with the aid of state subsidies.

In 1963, 61.5% of elementary schools and 57.7% of lower secondary schools had their own gymnasium. Among them, however, were included poor gymnasiums which did not have standard floor space, and even in cold and snowy districts more than 10% of the elementary and lower secondary schools possessed no gymnasium which could be used for indoor physical education activities.

Particular emphasis was placed for some time on the improvement of gymnasiums in lower secondary schools, but since 1964, when a five year plan for the expansion of public school facilities was launched, a state subsidy has been provided for elementary schools as well as lower secondary schools for encouraging the establishment of gymnasiums.

Due to growing demands for school swimming pools in recent years, their provision has been encouraged. However, in 1963, swimming pools were provided only in 14.0% of the elementary schools, 8.7% of the lower secondary schools, and l5.0% of the upper secondary schools. The percentage of schools having swimming pools is almost directly related to the number of pupils enrolled. Of the national schools, 45.5% have swimming pools, of public (prefecture and municipal) schools, 12.4%, and of private schools only 4.6%. Measures for the provision of swimming pools in both public and private schools are included in the five year plan for the expansion of physical education facilities starting from 1964, and a rapid increase in swimming pools is expected in the coming years.
