(1) Percentage of Upper Secondary School Graduates Entering Institutions of Higher Education
a. Historical Trends


Due to the expansion of social and individual needs, the number of students in institutions of higher education has remarkably increased.

The total enrollment in institutions of higher education was 998,000 in 1964. As compared with the average number of students between 1934 and 1936, the total enrollment increased 5.3 times. Enrollment of women students increased 12 times. The number of students in private universities and colleges exceeded that in national and local public institutions, 70 per cent of the total number of students being enrolled in private institutions in 1964.

The percentage of the age group entering institutions or higher education was 10.1 per cent in 1954 and it reached 15.7 per cent in 1963.

One of the elements which caused the increase in the percentage of upper secondary graduates entering higher education is the rise in national income per capita. The national income per capita, which shows the national standard of income, showed a sharp increase since 1959. After1960, notable increase also occurred in the number of upper secondary graduates entering institutions higher education. Thus, the rise in the national standard of income has greatly contributed to the increase in the number of upper secondary graduates entering institutions of higher education.
