I heard that the Japan Scholarship Foundation and corporations involved with students from abroad will be integrated from the next fiscal year. What will happen to support for the scholarship system and students from abroad?

Answer

The various support measures for Japanese students and students from abroad that have until now been carried out by the government, the Japan Scholarship Foundation and incorporated nonprofit organizations involved in students from abroad (Association of International Education, Japan; International Students Institute; Kansai International Students Institute; and Center for Domestic and Foreign Students), respectively, will be comprehensively implemented by the Japan Student Services Organization that will be established in April 2004.

Although there will be changes in the scholarship system, including 1) the introduction of a system exempting repayment for graduate students with outstanding performances; 2) the transfer of control of high school scholarships to localities; and 3) the introduction of an institutional guarantee system to support self-reliance of students, the basic scheme of the scholarship programs, including scholarship types, criteria for loans and rates of loans, will remain the same.

Support for students from abroad, including economic support such as granting scholarships for foreign students which is now performed by the government, and the collection and provision of information on studying abroad, the Examination for Japanese University Admission for International Students (EJU), the establishment and management of lodgings for students from abroad, and follow-up programs for foreign students who have returned to their home countries, now being performed by the Association of International Education, Japan, and other incorporated nonprofit organizations involved with students from abroad, will be comprehensively and uniformly carried out by the Japan Student Services Organization.
