What will happen to tuition fees under the incorporation of national universities?

Answer

Until now, the national government determined national university tuition fees uniformly, but after incorporation, each national university will decide its own tuition fees. Therefore, in some cases, the amount of tuition fees among universities will differ.

National universities have certainly been fulfilling an important role of offering opportunities to proceed to higher education regardless of a student's financial situation. This role will not be changed by incorporation.

In establishing specific tuition fees, MEXT indicates through Ministry ordinance a "standard amount" and a "certain range" that serve as common guidelines, and each national university corporation considers its mission and function as a national university, as well as other circumstances, in determining an amount within that range.

For the "standard amount" that is the common guideline when setting specific tuition fees, MEXT plans to set an amount equal to that used in FY2003 (520,800 yen). For the "certain range," in cases where there is a reason (e.g., a university that offers special educational service), it is possible to set tuition fees higher than the "standard amount." In such cases, MEXT plans to set a ceiling of 110 percent of the "standard amount."
