(3)   Establishment of a Multiple Evaluation System


Adding to the further improvement of self-monitoring and self-evaluation, the establishment of a multiple evaluation system through the introduction of third-party evaluation is necessary for the development of individual characteristics of universities, and for the enrichment of contents and methods of university education and research. The reorganization of the NIAD constitutes a part of this scheme.

  Along with the enrichment of the multiple evaluation system, it is also important to enhance a competitive environment through resource allocation based on the results of evaluation. Policies for the Structural Reform of Universities (National Universities) aims at fostering world-class research universities by the intensive allocation of financial resources in accordance with the evaluation results.

  Another important function of the evaluation system is to secure transparency in university administration by publishing the results of self-monitoring and self-evaluation. MEXT intends to promote information disclosure actively, inducing the publication of evaluation results.
