(2)   Turning National Universities into Newly Independent Administrative Institutions


Concerning the turning of national universities into newly independent administrative institutions, the Cabinet Decisions of April 1999 and December 2000 stipulated that this should be studied as part of university reform with due consideration given to university autonomy. The Cabinet Decisions also set deadlines of the end of FY2001 for the compilation of study results and the end of 2003 for the conclusion of the process.

  MEXT has, therefore, organized a study and deliberation conference consisting of experts from a wide range of fields such as public and private universities, business and the mass media, and it is conducting an elaborate study on university services, target evaluation, personnel affairs, and finance and accounting. The panel will finalize its report in FY2001.

  The interim report announced in September 2001 proposed a design to turn national universities into newly independent administrative institutions, which would borrow ideas from private company management. The key concepts behind this idea are: {1} a clearly defined philosophy and objectives; {2} enhanced autonomy; {3} the introduction of third-party evaluation; {4} clear accountability for management; {5} outsiders' participation in management; {6} improved efficiency; and {7} improved information disclosure.
