2   Inauguration of National Commission on Educational Reform


Following the submission of the National Council on Educational Reform report, the East-West Cold War structure collapsed, the globalization of the economy and society progressed, and the IT (information technology) revolution advanced rapidly. At school, the so-called "class disruption" phenomenon became prevalent. Quite shocking crimes were committed by youth, and child abuse and other serious social problems came to the fore in Japan. In order to deal with widespread and rapid changes seen after the report of the National Council on Educational Reform, it was deemed necessary to launch broad-based discussions going back to the basics in education. In March 2000, the National Commission of Educational Reform was inaugurated under the Prime Minister. After lively discussion, the National Commission of on Educational Reform presented its final recommendation report in December 2000.
